What can one do to alleviate such suffering? Start from scratch. But to do so requires a significant change in the behavior and abilities of the People. You would do it not with violence and aggression, but aggressively work towards eradicating that threat to your liberty, and justice for all. Those words are supposed to actually mean something. But when the ones crafting the laws bend them to their own whims and agenda, it all falls apart. Just look around you.
